Now residents of SanElijo Hills, Shadow Ridge in Vista, and other communities may use the cemeteries managed by the North County Cemetery District. �NCCD serves all of Escondido, most of San Marcos, parts of Vista, and a large portion of the unincorporated area on the east, north and west of these cities.� Increased interest and requests to use the cemetery facilities came from San Elijo Hills, Shadow Ridge in Vista, residents of the newly developed areas between El Camino Real and around Rancho Santa Fe Drive, Buena Creek area, Hidden Meadows area, and the Lawrence Welk community.� It was the intent of NCCD to annex this area so that residents could have the option of using the North County Cemetery District�s facilities.�� The primary driver was the requests from the public for service.� As communities have grown, for example as San Marcos residents moved out of the near areas into the San Elijo Hills area, the District Boundary of NCCD did not keep up.�NCCD is applied to LAFCO in order to annex into the District all territory within its existing Sphere of Influence (SOI) so that the District Boundary would be coterminous with the existing Sphere Of Influence Boundary.�As a result of annexation the affected property owners will not be subject to any imposition of taxes, property fees, or assessments.� The affected property owners will become �Eligible Residents� as prescribed in the Health and Safety Code Section 9060, and will be able to utilize the District facilities if desired.� �The two facilities which are be available to the public, the San Marcos Cemetery and the Oak Hill Memorial Park in Escondido, have sufficient capacity to provide service for over 200 years.
